What is included in labor time?

Labor minutes begin when the GPS recognizes that the crew has arrived at the pick-up location and they pause for travel from pick-up to drop-off. Labor minutes resume once the GPS recognizes that they are at the drop-off location and end once the Luggers mark the drop-off complete. Labor minutes can include finding parking, locating and assessing the items, loading and unloading the items, securing the items for transportation, and any wait time.
